I wonder if he was a licensed guide, or an outfitter? I agree that a licensed guide should have his license revoked, and territory put up for bids. If a $5000 fine is all, they can more than make that up in one guided non-resident hunt. An outfitter should be given a stiffer penalty as well, as they know better. What's the point of having a maximum $50,000 fine if they never even get close to it in these kind of cases?
